Only One Way to be Certain of Compliance to California’s Low Lead Plumbing Law

Manufacturers seeking compliance to California’s Low Lead Plumbing Law, Section 116875 of the California Health and Safety Code, can only be truly certain they’ve met the standard if they’ve had their product certified to the law itself. IAPMO R&T is ready and able to supply this certification to qualifying products.

On Jan. 1, 2010, the State of California will begin enforcing an allowed maximum weighted average lead count of ≤.25 percent in all pipe fittings and fixtures that interact with drinking water. Compliance to the law is based on a weighted average calculation of total surface area in contact with drinking water and the maximum percent lead content of materials used in the production of the item. Manufacturers wishing to market their products in California will be required to have them certified as satisfying this requirement.

Other third-party certification bodies claim compliance to Section 116875 can be met by certification to Annex G of NSF/ANSI 61, but there is no mention of Annex G within Section 116875 or the testing and evaluation protocols recently published by the California Department of Toxic Substances Control (DTSC). “People may tell you Annex G satisfies the requirement, but nobody really knows if that’s true,” said Shahin Moinian, senior director of IAPMO R&T. “We certify specifically to the law itself and the Mark of Conformity leaves no doubt about it — these products meet the letter of the law.”

However, in order to provide an additional level of comfort to all clients concerning their products and the law, IAPMO R&T is offering all of its listees free certification to Annex G when they obtain their Section 116875, California State Low Lead Plumbing Law certification through IAPMO R&T.
