Boise, Idaho – The state of Idaho has formally adopted a statewide plumbing code based on the 2009 Uniform Plumbing Code® (UPC), developed in cooperation with and to be published by the International Association of Plumbing and Mechanical Officials (IAPMO).
On March 13, Idaho Gov. C.L. “Butch” Otter signed House Bill 466, providing for statewide adoption of the Idaho State Plumbing Code (ISPC). Although the ISPC becomes law on July 1, it will not be implemented until Jan. 1, 2013. Delaying implementation will allow time for state and local building officials, as well as tradesmen, to obtain code books and become conversant in the new code.
Idaho Division of Building Safety Administrator C. Kelly Pearce, Deputy Administrator Steve Keys and Idaho Plumbing Program Manager John Nielsen worked closely with IAPMO Director of Code Development Lynne Simnick to develop the ISPC. The code, including Idaho state amendments, will be published and distributed by IAPMO.
“I am both impressed by and grateful for the support IAPMO provided in the customization of our Idaho State Plumbing Code,” Pearce said. “The ISPC goes a long way toward establishing uniformity for plumbing installations throughout the state of Idaho.”
Idaho Plumbing Board Chairman Milford Terrell worked tirelessly with representatives of the plumbing industry, the Idaho Association of Building Officials, the Association of Idaho Cities and other stakeholders to build consensus support for adoption of the ISPC. Plumbing installations in Idaho had previously been governed under terms of the 2003 edition of the UPC.

The Uniform Codes are developed using the American National Standard Institute’s consensus development procedures. This process brings together volunteers representing a variety of viewpoints and interests to achieve consensus on plumbing and mechanical practices.
The codes are designed to provide consumers with safe and sanitary plumbing and mechanical systems while, at the same time, allowing latitude for innovation and new technologies. The public at large is encouraged and invited to participate in IAPMO’s open consensus code development process.
